Task Sets
If issues represent work over its entire lifecycle, and requests represent the smaller, collaborative steps that need to be completed by others, task sets track the actual work as it gets done.
Task sets are organized around tasks and resources and can be planned into project milestones. Each task can be estimated and resourced - or resources can be left blank until later. A resource type specified for each task aids in forecasting and capacity management, and activity types allow you to accurately analyze where people are spending time.
